For the first time in the country, the state government of Tamil Nadu has issued a comprehensive policy to regulate pet boarding facilities, ensuring fair treatment of animals at these centres.
Upon receiving numerous complaints of ill-treatment of dogs and cats at boarding centres, where they were denied proper care, subjected to abuse by staff, and in some cases, even death.
Our founder, Sai Vignesh, submitted a writ petition to the Madras High Court seeking the regulation of commercial pet boarding centres. Through persistent follow-ups and continuous legal effort, the government acted on the court’s directive and approved the proposed framework. 👏
We extend heartfelt thanks to Mr Pravin Rathinam and his team for their legal support, and gratitude to the Tamil Nadu Animal Welfare Board (TNAWB) for drafting the framework for implementation.
This policy holds all the commercial pet boarding facilities, dog training establishments, and pet grooming centres operating within Tamil Nadu accountable. Its primary objective is to safeguard the health and well-being of animals housed in these facilities.
Key Policy Mandates:
• All unregulated facilities must compulsorily register with the TNAWB and renew their licence every two years.
• Home boarding is explicitly prohibited.
• Facilities must maintain detailed records of pets and owners, including Aadhaar and vaccination details.
• CCTV surveillance is mandatory throughout the premises, with footage retained for at least 45 days.
• Use of sedatives to suppress noise or induce sleep is banned.
• Breeding activities within boarding centres are strictly prohibited.
• Kennel standards must be adhered to, including minimum space norms, ventilation, lighting, temperature control, and mandatory play/exercise areas.
• Facilities must conduct pest-safe disinfection every 15 days.
• Proper flooring is required to ensure safety and prevent injury.
• Special provisions have been included for cold-climate breeds (e.g., Siberian Husky, Saint Bernard, and Alaskan Malamute) requiring temperature-controlled environments.
• A veterinarian must be kept available on call and maintain emergency medicines at all times.
• Facilities must maintain at least seven days of food stock at all times.
• Strict adoption and abandonment protocols are mandated, post-mortem procedures for animal deaths and a fine of ₹10,000 will be imposed for missing animals.
TNAWB officials monitor the compliance, and any instance of cruelty may trigger legal action under the Prevention of Cruelty to Animals Act.
